USDA Proposal To Rescind Rule on Pet Food/Mushrooms

On May 12, USDA proposed rescinding the recently finalized Market Development Rule for organic pet food and mushrooms—without industry input and without consultation with the National Organic Standards Board (NOSB). This move undermines the transparency and collaborative process that the organic community relies on to develop clear, consistent standards.

For decades, the organic community has urged USDA to finalize rules to strengthen market opportunities and provide regulatory clarity to help grow the market and to ensure that farms and businesses can compete in a fair marketplace. NOC is concerned about the process to undo this rule and its impact on the organic market— rescinding this rule risks closing off valuable markets for organic farmers and businesses. For example, without clear standards, the organic pet food market has struggled to grow and regulatory uncertainty has discouraged innovation and investment in this sector.
